Irish Food Business Launch Planner

Starting a home bakery, market stall, food truck, cafe, catering business or food manufacturer does not produce one universal checklist. This planner uses your premises, customers, products and sales channels to identify the likely first authority, flag when approval may replace ordinary registration, and put the required work into a sensible order.

What to know

Most Irish food businesses notify the HSE National Environmental Health Service before operating, including businesses run from home. Some activities instead sit with the Department of Agriculture, Food and the Marine or the Sea-Fisheries Protection Authority, and establishments handling foods of animal origin may require approval. Early contact matters because the exact product, process and customer route can change what the premises must provide.

Registration is only the first line of the launch plan. A business also needs a food-safety management system based on HACCP, suitable hygiene training, traceability, allergen controls and evidence that the premises and routine are workable. Prepacked food, online sales, staff, public trading, alcohol, imports and specialist processes each add conditional tasks, which the planner includes only when your answers call for them.

How this tool works

No sign-up, nothing saved — here is what it does with your answers.

  1. Choose the closest business model, premises and whether you sell directly, wholesale or both.
  2. Flag animal-origin food, packaging, online orders, staff, alcohol, public trading, imports and specialist processes.
  3. Get the likely authority route plus an ordered, printable checklist for decisions, registration and pre-opening controls.

Frequently asked questions

Do all Irish food businesses register with the HSE?

No. Most do, but DAFM or the SFPA can be the competent authority for some activities. Businesses handling foods of animal origin may need approval rather than registration, so the planner flags those routes for early confirmation.

Can I legally start a food business from home?

A home business can be possible, but it still has to register and meet food-hygiene requirements. Contact Environmental Health before altering the kitchen or buying equipment so the products, scale, storage and domestic setup can be considered together.

Does every food business need HACCP?

Food businesses need a food-safety management system based on HACCP principles, proportionate to the operation. The records and controls for a small bakery will differ from a manufacturer, but a generic checklist does not replace a system built around the actual process.
